The Diversity Immigrant Visa Program, commonly known as the Green Card Lottery, is a United States government program that makes available 50,000 immigrant visas annually through a random drawing. For the 2017 program year, applicants from countries with low rates of immigration to the United States were eligible to participate.
The list of eligible countries for the DV-2017 program included many nations across Africa, Asia, Europe, and Oceania. However, countries that had sent more than 50,000 immigrants to the U.S. in the previous five years were excluded from participation. These excluded countries typically included Bangladesh, Brazil, Canada, China, Colombia, Dominican Republic, Ecuador, El Salvador, Haiti, India, Jamaica, Mexico, Nigeria, Pakistan, Peru, Philippines, South Korea, United Kingdom and its dependent territories, and Vietnam.
Pakistan was notably excluded from the list of eligible countries for the 2017 Green Card Lottery due to high immigration rates to the United States in previous years. This exclusion meant that Pakistani citizens were not permitted to apply for the DV-2017 program, regardless of their qualifications or circumstances.
